Boris Petrovich, what is the meaning of the concept of project management of the innovation process at the present stage of development of scientific and technological progress?
The question is large-scale, but I will answer briefly. Today, the task of developing project management of innovations is one of the priorities in the economic work of the President and the Government of Russia, they adopted a number of regulatory documents and programs, including the program "National Projects of Russia 2019–2024", which are aimed at the effective implementation of this task at the federal and regional levels through effective management of the creation and implementation of innovative projects.
The essence of my scientific and practical activity is to consistently form an integrated system of project management of the innovation process at the enterprise, in the region and the state as a whole due to their effective interaction at all levels of management in the production and social spheres of society based on the ever-increasing role of digital economics.
Such an integrated approach to the management of the innovation process allows for the effective management of innovation projects at all stages of their full life cycle – from generating an idea and its implementation to industrial operation, modernization and disposal.
At various stages of their production, scientific and social activities, they entrusted me with the management of the development and implementation of a number of large innovative projects in various sectors of the economy, such as the automated system of planned calculations of the State Planning Commission of the TASSR, the automated integrated system for the operational collection and processing of production information strictly accounting in real time on Perm State Printing Factory; integrated accounting automation systems at the Moscow factory of the Gosznak, Kazan Motor-Building Production Association (Kazan) and a number of other enterprises of the capital of the Republic of Tatarstan, as well as the development and implementation of a number of republican and federal programs, which allowed us to consistently formulate the methodological foundations for creating a project management system for innovative activities.
In the future, based on its practical work and creative scientific and practical activities, a system of managing the full life cycle of an innovative project (SMFLIP – System of Manage Full Lifecycle Innovational Project) was developed and tested on specific projects, which is implemented in a simplified form using the Microsoft interface Office Project and its expansion, and includes the whole range of management decisions, including training for all stages; development and implementation of high-tech projects (research, development work, based on the achievements of fundamental science and modern technologies in the interests of existing and projected needs); selection of projects together with all participants in the innovation process, including investors in the framework of public-private partnerships; development of a marketing strategy based on market research and choosing a promising market segment; development of a feasibility study and its support at all stages of the implementation of an innovative project, taking into account changes in the internal and external environment; development of design and project documentation; organization of production and marketing; modernization of production and much more.
Today, together with a temporary creative team, pre-project work is underway to create, on the basis of the SMFLIP system, a single integrated software and hardware complex for project management of the innovation process at all levels of its functioning – an enterprise, region, country, global market that will provide continuous end-to-end process management creation, development, production and consumption of innovations; substantiate the choice of the most effective implementation of the project objectives; balance resources and interagency coordination for the effective management of the complex of works on an innovative project, as well as take into account all the features of regulatory and legislative regulation of business both at the country level and at the international level.
This will create a unique system SMFLIP-Transfer of World Technologies, which will receive not only "Digital Dividends", such as increased productivity; increasing the competitiveness of companies; lower production costs; creation of new jobs; overcoming poverty and social inequality, it will also lead Russia to leading positions in the top 10 "Digital" leading countries.
What are your priorities in this area?
In this direction, the priorities set by the state, what instruments of regulatory regulation exist and how they are being improved are important. First of all, I want to emphasize that while basic research, of course, remains the prerogative of the state with the participation of large companies, the development of innovative entrepreneurship as a whole can and should be effectively carried out by small and medium-sized businesses, which are more motivated, mobile, restructured faster and formed by the necessary staff, as well as less susceptible to informal administrative impact with the relevant practice of their legal regulation. For example, in the leading countries of the world economy, the share of small and medium-sized businesses in the total production of innovative products is 60–80%, while in Russia, according to various estimates, it is 10–18% (according to open sources of information). Of course, the most important constraint to the development of small and medium-sized innovative businesses is the inaccessibility of financial resources, which necessitates the priority development of the infrastructure of financial development institutions and filling them with the necessary financial resources to ensure the solution of the country’s economic and social development problems, as well as taking into account practice financing of small and medium innovative business in the developed economies of the world.
As for my professional priorities in this direction, they are universal, and at the same time, it is not easy for our Russian reality to create and maintain an effective innovative project management system for a complex of interrelated research, development, production, organizational, financial, commercial and other events, appropriately organized, linked by resources, timelines, performers and executed by a set of project documentation, performed The implementation of which ensures the implementation of innovation and its commercial result.
You regularly participate in international and all-Russian forums where you present new innovative projects, including in the field of nanoindustry.
Can you give examples of highly effective projects that are being promoted with your participation today?
I will give two examples of priority innovative projects that are related to the use of nanotechnology and nanomaterials and are at the stage of active promotion, and more specifically, at the stage of pilot production of products that have the prospect of implementation both in the Russian and global markets.
The first project is aimed at solving the global task of agricultural security and is an innovative project for the production of integrated environmental product Agrobalzam and its analogues to restore soil fertility and increase crop yields. This project was presented at the International Geopolitical Congress "Global Security and Scientific and Technological Progress" (Moscow, March 27–29, 2019, RAS, 126 speakers from 18 countries), at which I made a presentation "Civilization Challenge: Converged Development of NBICS Technologies and global security of mankind.
Agrobalzam integrated eco-product (GOST 54249-2010, TU 0391-001-00493623-2014) is a certified, environmentally friendly, organic, integrated product obtained using nanotechnology from a natural material (humus caustobiolite), which is available in liquid concentrated form. The product label is shown in Fig.1.
The use of the integrated environmental product Agrobalzam consistently restores soil fertility, including after the use of mineral fertilizers, which favorably affects the quantitative and qualitative indicators of crop yields; accelerates the growth and development of plants, increases their resistance to various diseases and adverse climatic factors; increases starch, gluten, fats and sugars content in products, reduces chemical stress from treatment with pesticides and herbicides, as well as the migration of heavy metals from soil to plants.
The practical use of the integrated environmental product Agrobalzam in various regions of Russia and abroad has shown its high efficiency (see Fig.2). This complex eco-product can be used in all climatic zones on open ground, in greenhouses for root and foliar top dressing, as well as for all crops and plants. In general, the use of this drug can increase crop yields by 50%, increase seed germination by 11–14%, reduce ripening by 7 days, stimulate plant resistance to adverse environmental conditions and increase resistance to disease. For example, the use of the eco-product "Agrobalzam" by the largest Italian company "Pizzoli" increased the yield of potatoes by 43%.
The second project was presented in my report, "Transfer of World Technologies Consortium: modern systems for measuring the volume and mass of petroleum products using nanotechnology" at the VI International Conference NANOTECHOILGAS-2018: "Nano-occurrences in the development of hydrocarbon deposits: from nanomineralogy and nanochemistry to nanotechnology", conducted under the auspices of the RAS. This innovative project is aimed at solving the most important state task carried out by Rosstandart, to develop and implement an effective set of measures aimed at eliminating underfilling of oil products at all stages of its production, transportation and distribution to consumers, for the solution of which on the basis of OOO NPO Etalon and calibration installations of measuring instruments for the volume and mass of petroleum products are made (descriptions of the type of measuring instruments are approved, the novelty of the design is fixed by patents) it is also planned to mass-produce flowmeters and mass flowmeters for accounting for the volume and weight of petroleum products using nanotechnologies, which fully meet the requirements of the main current regulatory documents governing the activities of enterprises and organizations of the Russian Federation in this area, including GOST 8.451-81, order of Rosstandart No. 256 of February 7, 2018 "On approval of the State Scheme for measuring mass and volume of liquid in a stream, liquid volume and capacity with static measurements, mass and volumetric flow rates of the fluid". Fulfillment of the requirements approved by the above order and GOST will contribute to improving the competitive environment of manufacturers of calibration and measuring equipment and will ensure the necessary quality of measurements of non-aqueous liquids (including oil products). Purposeful and systematic work in this direction is strategic in nature and will undoubtedly contribute not only to an increase in the production of competitive measuring equipment and import substitution in our country, but also to an increase in its export.
In order to effectively address the targets set by Rosstandart for the development of metrology in this direction, we have formulated and submitted relevant proposals, including those providing for the creation under the auspices of Rosstandart of a consortium of developers and manufacturers of measuring instruments for mass and volume of liquids, as well as other products, which will allow, on a competitive basis, to manage the development of metrology in the Russian Federation, as well as the creation in the Republic of Tatarstan on the basis of FSUE "VNIIR" of the world "Metrological Center of Flow Metering" (in Kazan or Innopolis), which will create a fundamentally new basis for the definition of the International System of Units (mass, temperature, time) that meets modern requirements and methods of international metrological organizations, equipped with a modern base of state primary standards, not inferior in its scientific and technical level and metrological characteristics to the best foreign analogues.
For more than twenty years you have been combining teaching at the Federal State Budgetary Educational Establishment of Higher Education in A.N. Tupolev KNIT-KAI with work in state,
public and scientific-production sectors of the economy. What is it, a necessity or a need?
For me, the presence of a creative component, both in production and in educational activity, is a unifying factor that affects the efficiency of the work that I perform its quality, as well as personal professional growth. The main result of such "synergy" is the consistent development of competencies and their implementation. Therefore, KNIT-KAI became not only an alma mater for me, where I graduated from the radio engineering faculty, but also a scientific and technical base for a number of developments and promotion of a number of projects and programs with my participation. So, for example, I brought in my colleagues from my native institute (Mingaleev G.F.) for the development and implementation of the Kazan Energy Saving Program, which became an important factor in deciding on the development of the Department of Enterprise Management (Enterprise Management Economics), where I part-time work currently. And, of course, while working in the public service and heading the Board of Trustees of our university, I actively participated in promoting priority programs and projects for the development of KNIT-KAI.
In my teaching activities, while teaching bachelors and masters in the disciplines "Organization of innovative activity of the enterprise"; "Innovation Management"; "Innovative management in personnel management" and a number of other related disciplines, I have been using the project approach for many years, when they have been receiving integrated knowledge on organizing innovative, investment and project activities for a semester, which are simultaneously used in practical work, including a description of the real technology of the innovation project, the specific enterprise at which it will be implemented, as well as a description of the management of the enterprise for its implementation. This approach to teaching these disciplines allows students to feel the synergistic effect of using theoretical and practical knowledge on the project management of innovative activities.
At the end of our brief interview, your life credo?
In the dynamically advancing era of digital control of the life of the human community, I compared the inherent look of the "seeker" with digital numerology, and in it, by date of birth, I correspond to the number 9, whose purpose is to develop, create your own happiness, transforming and transforming the life-giving world around us into world of beauty and harmony. And this, in general, is in line with my worldview. ■
